gis-l: ESRI License Manager and ArcSDE Are Up and Stable

GIS Users,

The ESRI License Manager and ArcSDE are both back up and stable.  This
down-time was caused by a loss of power to EPIC30 and EPIC31 (with =
EPIC30
serving Oracle and EPIC31 serving the licenses and ArcSDE).

We apologize for this inconvenience.
