gis-l: Minor Change to PA and PWS_PLANTS Layers

GIS Users,

This weekend, we made changes to the regulatory layers nightly refresh
process that were designed to be 100% transparent to the users.  It was
mostly was transparent, but two layers were slightly affected: PA and
PWS_PLANTS.  For these two layers, minor data type changes were =
required.  As
a result, ArcView 3.2a projects and ArcIMS applications may be affected.
