gis-l: Datacat issues - fix at 12:30

GIS users,

The Datacatalog has been behaving erraticly today.  To this end, we are
restarting Apache Tomcat on the Web Mapping system at 12:30 today.
Datacat and the Consolidated Application will be unavailable for a few
minutes around 12:30.
