gis-l: DOQQs & some ArcIMS sites down

ArcIMS users,

We have encountered a problem with some of our ArcIMS servers this morning.
This affects the DOQQ imagery layers for ArcMap users, as well as some ArcIMS
sites such as SAQS, BTLDS, and some Water sites.  Note that the CA is not
affected by this.

We have restarted the servers, and they should be available around 9:30am.
