gis-l: Updated layers in DataCatalog/DataMiner

The following layers have been updated in ArcSDE, Data Catalog and DataMiner:
ArcSDE Name: DEP.EPA_319_GRANT_FUNDED_PROJECTS
Data Catalog/DataMiner Name: EPA 319 Grant Funded Projects
There are as per this update 156 point features and 55 polygon features. The
line features have remained unchanged.
This layer is under the 'Agriculture and Farming', 'Environmental Monitoring
and Modeling' and 'Planning and Development' categories in Data Catalog and
can be accessed under the 'WRM' tab in DataMiner.
ArcSDE Name: DEP.WBIDS
Data Catalog/DataMiner Name: Waterbody (Id's)
This layer is under the "Water Resources (Inland)" category in DataCatalog
and is under the "WRM" tab in DataMiner.
