gis-l: Updated WRM layers in DataMiner/DataCatalog

GIS Users,
The following layers have been updated in ArcSDE, DataMiner, DataCatalog and
MapDirect:

ArcSDE Name: DEP.MITIGATION_BANKS
DataCatalog/DataMiner Name: Mitigation Banks

ArcSDE Name: DEP.MITIGATION_BANK_SERVICE_AREA
DataCatalog/DataMiner Name: Mitigation Bank Service Area

Both these layers are in the "Environmental Monitoring and Modeling" category
in DataCatalog and are under the "Water" and "WRM" tabs in DataMiner.
