[Jhs-leads] build.properties file

Project leads are advised that this is the default build.properties file on
epic6.  Individual projects need not include these settings.  Any of the
variables set here may be utilized within the project.xml file.  If anyone
wants to suggest additional enterprise wide settings that may be of use
please let me know.
