facility in your state which could keep disposal costs down somewhat for
haz Rx waste. We would be very interested in working with the nursing
home assn, state board of pharmacy and nursing assn from an educational
perspective. We offer seminars in this area either via teleconference or
in person, with the most economical of course being the teleconference.

the newly formed "listserve" that's currently carrying hundreds of
e-mails regarding unwanted pharmas and how to approach this issue on a
national basis so's not to duplicate efforts.  this "listserve" is heavy
with correspondence flagging different issues, one of which you've
targetted below.

all arkansas pretreatment cities have in their ordinances prohibitions
against discharge of medical waste.  that's how Little Rock was so quick
in its answer to their nursing homes regarding flushing unused/outdated
meds into the city's collection system.  other cities throughout the
state haven't even given a wink to these type facilities however.

i know h2e is "heavy" into the take back and returns programs effort as
well as charlotte smith and her PharmEcology Associates group.  i'll be
handing out a couple hundred of her brochures (that will help facilities
[for a fee] determine what's "federally hazardous waste and what's not)
at the epa region 6 pretreatment workshop coming up in march.

PSI (scott cassel) has applied for an epa grant to try and kick off such
a program.  as e-mentioned earlier "we" (ADEQ pretreatment) are listed
as supporters of his grant and will start with a general survey as soon
as this office gets something tangible going with the dental association
on their bmps/amalgam separators.

 I have an issue that I could use some help with from the group.  The
City of Little Rock had a bill passed that bans nursing homes within the
City from flushing their unused pharmaceuticals down the toilet.
(Hallelujah! This is long overdue!)  The State nursing home association
is going to rewrite their own set of regulations (which required
flushing) and will ban drug flushing=20

statewide, eventually.  However, there is no system in place for the
disposal of the unused drugs other than narcotics and chemo drugs, which
the Health Dept. handles.  There are only a handful of incinerators in
the State.  In addition, the nursing association and the State Pharmacy
Board lack basic education in environmental law.  They have never heard
of RCRA. =20
