[Pharmwaste] Question

Because some pills are intentionally flushed down toilets, Los Angeles and Orange counties will begin distributing cards to pharmacies in March advising customers to take unwanted drugs to hazardous waste roundups or wrap them and put them in trash (Marla Cone, Times staff writer) . 

Can anyone provide more information about this?
