A proposed rule published by the U.S. Environmental Protection Agency
(EPA) in the February 6, 2007, Federal Register includes new emission limits
and testing requirements for incinerators used to burn any waste that falls
under EPA's definitions of hospital or medical/infectious waste.  EPA is
proposing the changes for several reasons, including compliance with a court
remand in a lawsuit filed against EPA by an environmental group. EPA is also
proposing the changes so that its emission limits and guidelines reflect
levels actually achieved by emission controls previously mandated by EPA.
