It is impossible to show ANYTHING is 100% safe.  If you tested it on the
entire population of the world - approximately 6 billion - and repeated
that test for a 1000 years you could only demonstrate a safety of less
than 1 in 6000 billion - not the same as 100% safe.  Testing can only
demonstrate a limit of risk.  It is impossible to prove a negative. 

 

That being said, the goal is to find acceptable risks.
