Yes, that approach has been used over the years with more or less
success. I think a push in that direction is very valuable.

Although it doesn't address expired product you already have, another
idea that I believe Minnesotans are working on (maybe have implemented)
is to get pharmaceutical reps to distribute free coupons for a drug,
rather than handing out samples. Then you're not saddled with them if
they're not all given away, yet the patients still reap the benefit of
trying it for free.
