Health care system to spend $500K on managing wastes

Aug. 20 -- The U.S. Department of Veterans Affairs Eastern Kansas Health Care System has agreed to pay a $51,501 civil penalty and spend $500,000 on a plan to manage pharmaceutical and chemical wastes.

It´s part of an agreement to settle alleged violations of hazardous waste laws at its hospitals in Leavenworth and Topeka, Kan., according to the U.S. EPA

The agreement, filed Aug. 18 in Kansas City, Kan., resolves a series of violations noted during inspections of the Dwight D. Eisenhower Veterans Medical Center in Leavenworth in January 2006, and the Colmery O´Neil Veterans Medical Center in Topeka in April 2006, according to the EPA.

A three-count complaint filed January 19, 2009, accused DVA of failing to perform hazardous waste determinations; operating a hazardous waste treatment, storage or disposal facility without a permit, offering hazardous waste for shipment to a transporter without a manifest, and offering hazardous waste to an unregistered transporter.

The complaint also claimed that the 2006 inspections by EPA Region 7 staff found multiple additional violations of the Resource Conservation and Recovery Act.

Besides paying a $51,501 civil penalty, the Department of Veterans Affairs Eastern Kansas Health System must spend at least $482,069 on a supplemental environmental project to help employees identify, segregate and manage pharmaceutical and chemical wastes at the Leavenworth and Topeka hospitals.
