[Pharmwaste] IL Rx Sewer Ban

Thank you all who so readily found me the citation for the IL
legislation. Its interesting to note in a more detailed read, IL is
still permitting controlleds to the sewer until DEA "approves" an
alternative. Of course as well all know, alternatives are
available--they just need to be enacted and pushed forward.
