a comment concerning Catherine Zimmer's statement:

"The proposed pharmaceutical universal waste rule only covers RCRA hazardous 
waste which is a mere 31 pharmaceuticals out of a host of thousands."

I don't know what list you are using but, looking at one of the hospitals 
formularies that we dispose of Pharmaceutical waste from ....there are many 
more items that are considered hazardous than 31.  I have almost that many 
separate pharmaceuticals which are considered flammable (RCRA 
D001 -"Characteristic Waste")

You may want to look into the  Characteristic (D-Listed ) wastes a little 
closer in addition to your P and U -listed wastes.
