Robert,
San Luis Obispo County, California is the only jurisdiction I know of that has an ordinance requiring retailers that sell sharps to also collect them for proper disposal. Here's the ordinance:

It seems to be effective too since we just got the numbers in and their growth rate in the pounds of sharps collected more than tripled (14% to 44%) in the past year since the ordinance was passed. That's against the backdrop of the growth rate throughout California more than doubling since we passed a law effective Sept. 2008 that banned home-generated sharps from household trash (http://www.leginfo.ca.gov/pub/05-06/bill/sen/sb_1301-1350/sb_1305_bill_20060712_chaptered.html).
Also, in a couple hours I'll be attending the City of Sacramento's stakeholders meeting on a draft sharps ordinance. I've heard other jurisdictions in California are considering similar ordinances too.

Is anyone aware of any law/regulation, anywhere in the country, which requires pharmacies to accept the return of unwanted medications from the public or health care providers??
