[Pharmwaste] OTC Acquisitions

I have to disagree with Barry that the OTC drugs are coming from disposal facilities and reverse distributors. Having worked closely with DEA, Customs, Border Patrol, U.S. Marshals and many large pharmacy chains during disaster situations such as floods, fires, hurricanes, Gov't seisures and store decommissioning over the past 12+ years dealing with the controlled substances, prescription drugs, and front of store cleanups. I have seen repeatedly where the client will have a salvage company come through prior to our arrival and take out everything "salvageable" and that usually will include a large portion of the OTC drugs. I agree with Barry and others that this is a dangerous occurrence when the OTC end up in flea markets and other points of distribution, having been out of the controlled environments required for stability and quality of the OTC.
There is also a great deal of counterfeit drugs that are shipped into the US and sold via the internet and other means. Counterfeit drugs are a huge business. "The US-based Center for Medicine in the Public Interest estimates that the global sale of counterfeit drugs will reach $75 billion in 2010, a 92 per cent increase in five years."
There are some disreputable people in all professions and industries but I believe due to the regulatory controls from DEA, EPA, DOT... on federal and state levels that are involved with disposal facilities and reverse distributors, they are not the prime candidates for the flea market drugs. Here is a link to the National Association of State Controlled Substance Authorities (NASCSA) http://www.nascsa.org/statecontacts.htm to assist in contacting appropriate people for reporting concerns.

Terry

I'm not suggesting that the businesses themselves are involved in the diversion, but as with any business, inventory sometines tends to "leak" at the hands of employees. If I were you I'd get in touch with the agency tasked with regulating drugs and cosmetics in your state. In Florida it happens to be the Department of Health, division of Medical Quality Assurance (MQA). They can track where the meds originated using the lot numbers. Expired is one thing, but if these medications were recalled for some reason the risk to the unsuspecting public could be deadly in some cases.

> The question is how are the flea market people and street venders getting all of these expired drugs. Is there something that can be done about it so that the medications aren’t available to the public? Given the mention that some of the packaging has been torn off, I’m wondering if expired OTC drugs are handled like old magazines and books. The seller rips off the cover or the part of the package with the UPC code and sends it to the MFG for credit. Perhaps some of the pharmacy people on the list can let us know what the procedure is for handling these items when they are removed from their shelves.
