How would anyone be able to determine what is over prescribing or over
dispensing? The patient must go to the prescriber to get the
prescription and the pharmacy to fill it, how does this not fall back on
the patient?

San Francisco - One of these times, this concept will pass. How would
they determine how much each manufacturer and wholesaler is on the hook
for? Why stop with just the wholesaler and manufacturers? What about
the pharmacies that sell the product or the Pharmacists that
overprescribe?
