Re payment by pharmaceutical companies for drug disposal---see Canada's 
programs almost 2 decades old.  If your company sells 20% of the drugs in a 
territory, they pay 20% of the territory's disposal budget for medicines - 
very simple and very fair.. This has been out there forever, just shows the 
power of drug lobbies in the US!!!  We get to pay more and then we get to 
pay for disposal.

Over 20 years I have been site coordinator for a NH community's household 
hazardous waste, we have been doing medicine take backs for 7 years at the 
Lakes Region Household Hazardous Product Facility (LRHHPF Alton & Wolfeboro 
working together for 10 years).  We follow the NERC protocol, Northeast 
Recycling Council did pilot programs in 6 New England states.

Re:  Source reduction of medications:  Look at Maine's efforts to reduce the 
number of pills prescribed for controlled drugs to reduce disposal and 
opportunity for misdirected use.
