Bill:

Selsun Blue may not be a U205, but wouldn’t it still fail TCLP for selenium, making it a D010 waste when discarded?  EPA has said in the past that the category of “commercial chemical products” includes characteristically-hazardous commercial chemical products despite the reference in 40 CFR 261.2, Table 1, that appears to limit this secondary material category to materials that are listed in Section 261.33. Jeff,

Thanks for the heads-up on Pynithione Zinc being an active ingredient in some shampoos rather than selenium sulfide.

But because there are other active ingredients present (e.g., soaps/detergents), I don't believe it's correct (at least in USEPA's RCRA-C program) to identify selenium sulfide or pynithione zinc as the SOLE active ingredient in those shampoos. (Otherwise the ones formulated with selenium sulfide would need to be classified as U205 when discarded unused.)

In some instances, we found Pyrithione Zinc as the sole active ingredient in “Selsun Blue” and “Selsun Salon” shampoos.  It is important not to make the waste characterization based solely on the product name.  Take in consideration what form the drug comes in and any changes in formulation.

to add to the confusion selenium is one of the EPA rcra 8 metals and it is not a metal. what is the other rcra metal that is not a metal

Recently I had a discussion with folks at DOE.  Selenium is "hazardous waste" so I asked what was the scoop on Selsun Blue etc.  It is fine for an individual to have bottles of it but if a community event collects them then it is hazardous.  There is a lot that is confusing.
