Thanks, Donna.  This is great information.

It would appear DOT/FAA will have no concern because this stuff isn't
going to do a darned thing.  It won't burn or react.  Now the DEA might
just find it interesting because the one thing it certainly doesn't do
is render drugs non-recoverable.  Simple solvent extraction and cleanup
will yield near total recovery.  Likewise, this system is completely
bogus in terms of RCRA and its state equivalent regulations for
businesses.  Households are exempt so while the product is useless it
won't cause people to violate the law.  Business, on the other hand,
remains regulated and this stuff does nothing to address hazardous waste
concerns.  In fact, the EPA would likely see it as an attempt to evade
RCRA and slap people with enhanced penalties.  It most certainly would
add to the regulated mass and increase the cost of legitimate waste
management.  Of course, none of this addresses the very real harm the
stuff does by mobilizing the chemicals of concern (drugs) in a very good
solvent that travels and disperses well in the environment.

This company is located right down the highway from me in Wisconsin (!)
so I dropped them an email asking for more details on what is in their
jug, why they tell people to EMPTY it out when full instead of throwing
away the entire jug, and why I should consider endorsing or promoting
their product...to my surprise I got a call back withn an hour this
morning! Here is the scoop on this product...

	Contains: activated charcoal (not sure how much - he said
"3.5oz" in a 16oz bottle
			   Vinegar (5% acetic acid)
			   Detergent (compares to hand dishwashing soap)

Bottles do have a child-resistant closure on them - I asked.

They actually have in their instructions to empty the full (goopy,
messy) bottle into some sort of impervious container and then to recycle
the bottle (presumably after rinsing all that charcoal and drug goop
out??) but I told him they should tell users to just make sure the cap
is on properly and dispose of the entire bottle "as is" when full.

At the moment they are pushing this product for institutional use but
plan to market a 6oz bottle for homes. I guess now if someone wanted one
for the home they would buy the 16oz one.
