That is completely inaccurate for household generated waste. Hospital
generated waste is a different beast even though it's the exact same
material. The selenium content is the issue. Same goes for certain
hair dyes. Those which "darken hair gradually" are usually selenium
based. Used at home they're not regulated. Used by a cosmetic salon (a
commercial entity) the same dye is regulated. That holds for the
purpose waste disposal (40 CFR). For transport (49 CFR) it makes no
difference. They're regulated regardless of source.
