It would seem HHW exemptions/rules would logically apply. Here’s what the EPA has to say on the subject of HHW management: http://www.epa.gov/wastes/conserve/materials/pubs/manual/appdx_a.pdf
Note the “exemption” only applies with regard to RCRA. IMO, the two major issues which must be addressed are the need to ensure only HHW is included in the mix and applicable CAA requirements.

So, to be clear, household generated pharmaceuticals are not RCRA regulated and would therefore be exempt from regulation... does that carry over to incineration from take-back events?
