[Pharmwaste] disposal of nicotine patch wrappers?

Dear All,

Someone asked me to ask the list serve a question. You can either send me your response or respond to the whole list serve.

Is anyone aware of any interpretation in any state/region that allows a Generator to manage an empty nicotine patch wrapper or backing tape as non-hazardous?
