[Pharmwaste] collection success has a down side

Such stories will get air play from those critical of drug take-back, but I
think it's important to keep this story in context.

Every day, medicines are diverted from people's homes because addiction and
misuse are rampant in our communities. Diversion is also unfortunately
common from health care facilities and from pharmacies.

For some balance and perspective, here are other ways Rx drugs have been
stolen in Wisconsin this year. These 3 results from about 2 minutes of
Googling:

* Waukesha County - Prescription drugs stolen from apartment (item
#25)

* WI nursing home nurse stealing medicines from patients

* Waukesha County - woman crawls through ceiling of K-Mart to steal
prescription drugs

teal-prescription-drugs-from-kmart/

These bad actors involved in diverting medicines from collection programs
got caught.

In my experience, most law enforcement medicine take-back protocols do
require two authorized officers to empty the drop box, seal the box/inner
liner, and log the weight of the medicine box prior to storage in their
evidence room, thereby removing opportunities for diversion.

This news item describes two cases where police officers diverted
prescription drugs from household collection programs. Both cases occurred
in Wisconsin, which has been among the top 4 states for collecting drugs
from its residents. Collection success does have a down side.

Law enforcement agencies may want to consider requiring two officers to be
present when emptying any drop box, each one with a unique key. However, in
the City of Oregon case, the "two key" procedure was circumvented too.
