The National Association of Drug Diversion Investigators (NADDI) has been giving away one hundred boxes a year for some years now.  http://rxdrugdropbox.org/grants/
They are out of boxes at the moment.  You could call them to ask if/when they will be available.

If CVS (thanks Tom!) and NADDI don't work out for some reason, below is a list of manufactures I compiled.
If you learn of others, please let me know.  I'd also like to hear feedback on the performance of all the units.

In the past, the US Postal Service sold retired mail boxes.  I was told they don’t anymore, due to terrorism concerns.

Why buy them when you can get them for free. CVS Pharmacies offer them for free and they will also promote them in their stores. See link below.
