Purpose

1.      Provide a comprehensive review of the current status of medication management in the region and beyond, and offer recommended strategies for managing home-generated medication.

2.      Outline the concerns about home-generated medications which can result in drug abuse and poisonings as well as be a source of water pollution, the safest way to manage medications, how other jurisdictions are managing medications, San Joaquin County's current management of medication and options for managing medications in the County.

3.      Provide in-depth resource for all local governments and policy makers.

?  Background information regarding current disposal options and environmental health, water quality and public health concerns. Consolidation of information from diverse sources including reports, case studies, and presentations from: Centers for Disease Control and Prevention (CDC), United States Environmental Protection Agency (EPA), United States Geological Survey (USGS), U.S. Centers for Medicare & Medicaid Services (CMS), Research in Social and Administrative Pharmacy (RSAP), IMS Institute for Healthcare Informatics and the Teleosis Institute.

?  Cost categories of managing a medicine collection programs.

?  Examples of how medications are managed through a range of voluntary programs and mandatory programs established by Retail Take-Back and Extended Producer Responsibility ordinances including seven passed in California since 2008.
