[Pharmwaste] Update on federal CARA bill

Hi All,

Just FYI: yesterday, the House-Senate Opioid Conferees held a meeting<https://energycommerce.house.gov/hearings-and-votes/event/meeting-house-and-senate-conferees-s-524> to consider legislative text for S. 524, the "Comprehensive Addiction and Recovery Act of 2016'' (CARA bill).

The current CARA legislation draft<http://docs.house.gov/meetings/IF/IF00/20160706/105173/BILLS-114S524rth.pdf> includes a very short/vague piece on take-back, with no mention of EPR (Pg. 58-59):

8 SEC. 203. PRESCRIPTION DRUG TAKE BACK EXPANSION.
9 (a) DEFINITION OF COVERED ENTITY.-In this sec-
10 tion, the term ''covered entity'' means-
11 (1) a State, local, or tribal law enforcement
12 agency;
13 (2) a manufacturer, distributor, or reverse dis-
14 tributor of prescription medications;
15 (3) a retail pharmacy;
16 (4) a registered narcotic treatment program;
17 (5) a hospital or clinic with an onsite pharmacy;
18 (6) an eligible long-term care facility; or
19 (7) any other entity authorized by the Drug
20 Enforcement Administration to dispose of prescrip-
21 tion medications.
22 (b) PROGRAM AUTHORIZED.-The Attorney General,
23 in coordination with the Administrator of the Drug En-
24 forcement Administration, the Secretary of Health and
25 Human Services, and the Director of the Office of Na-
1 tional Drug Control Policy, shall coordinate with covered
2 entities in expanding or making available disposal sites for
3 unwanted prescription medications.

This article<https://energycommerce.house.gov/news-center/news/critical-response-we-need-115-leading-recovery-advocates-urge-support-opioid> by the House Committee on Energy and Commerce stated on Wednesday that: "Support continues to build for the draft legislative text circulated yesterday, which swiftly achieved the backing of 115 of the nation's leading recovery advocacy groups. The Addiction Policy Forum spearheaded the effort urging support for the final package."
