[Pharmwaste] Marin Co. EPR milestone

Marin Co. moved closer to implementation of their EPR ordinance by setting the fee required to oversee the program.
It was set at $190/hr starting July 25.  This is estimated to generate $50,000 annually from the Pharmaceutical Products Stewardship Work Group, an association of 368 producers.
