[Pharmwaste] MO compliant with DEA take back rule

Looks like they did it the hard way by copying all of the DEA rules into theirs instead of just referencing the DEA rules. They will have to revise the MO statute or rules if DEA changes theirs.

But anyway, I don't think the statement "became compliant with the DEA" regulations is correct because the DEA rule is permissive-it tells you how you must collect and manage CS pharms if you choose to do it. A State's Board of Pharmacy doesn't have to allow pharmacies to collect CS pharms, it is just a very good idea for a Board to allow it as an option for effective management of waste CS.
