Here is a blog from David Strifling (Marquette Law School Director Water Law and Policy Initiative and Adjunct Professor of Law):
http://law.marquette.edu/facultyblog/2017/01/11/pathways-to-future-environmental-legislation/

Professor Strifling asserts that "a perhaps minor and certainly uncontroversial piece of environmental legislation known as the Microbead-Free Waters Act of 2015<https://www.congress.gov/bill/114th-congress/house-bill/1321> ("the Act") reveals potential pathways through or around [congressional] gridlock. The Act prohibits the manufacture or introduction into interstate commerce of useful - but environmentally harmful - microscopic plastic particles known as "microbeads" that are commonly used in cosmetic products. Its provisions are direct and uncomplicated."
