I can only speak to the institutions in my local area where I’ve had some experience with the individual regulatory agencies and regulated institutions. It has been my experience the Washington folks (Dept. of Ecology) treat the state penitentiaries at Coyote Ridge and Walla Walla as regulated businesses. Idaho has taken the same stance with their Cottonwood facility.
