<p class="MsoNormal"> Recently, the Pipeline and Hazardous Materials Safety Administration (PHMSA), within the U.S. Department of Transportation, issued two special permits for the shipment of liners containing collected materials from drug take-back programs.
When the U.S. Drug Enforcement Administration (DEA) published its final rule in 2014, they expanded the number and types of entities permitted to collect unwanted drugs including controlled substances. The rule allows manufacturers, distributors, reverse distributors,
narcotics treatment programs, retail pharmacies, and hospitals/clinics with an on-site pharmacy to voluntarily apply for DEA authorization and maintain on-site drug collection receptacles and mail-back programs.<o:p></o:p></p>

<p class="MsoNormal">PHMSA recently approved the new special permits to help "shippers" and "carriers" of collected pharmaceuticals comply with the DEA final rule. Who qualifies as a shipper or a carrier under these new requirements? What is the process for
becoming party to PHMSA's special permits? Can an alternative proposal to the existing special permits be submitted and considered by PHMSA? Will this process change in the future?
