If you are using the new ArcGIS / ArcMap product then yes.
Otherwise I don't think you can in ArcView 3.X without writing a custom
script or adding the layer twice once as a poly then as a line and modify
the line as needed.

Does anyone know if it's possible to use different line styles on the
outline of the same polygon? For example, could one side of the
outline of a square have a dashed line while the other sides have a
solid line.
