Subject: Position Opening - SWFWMD GIS Applications Supervisor

The District is currently recruiting for a position to oversee the
development of computer applications supporting the District's GIS. This
is our second time around. The first time we got lots of GIS people and
not many IT people. This is an Information Technology position (heavy on
IT, light on GIS, being able to spell it will be a good start). The
individual needs to have experience in requirements analysis,
application development (AML and VBA don't count), preferably in
Microsoft .NET. They also need experience in modern iterative software
development lifecycles, enterprise application development, overseeing
software development teams and project management. They will work in the
District Information Resources Department and will work very closely
with the Mapping and GIS Manager in defining GIS software applications
and will be the primary individual responsible for their implementation.

Title: GIS Application Systems Supervisor
Position Number: 0220

Job Summary: This is a professional position supervising Geographic
Information Systems (GIS) Applications development. Supervises and
directs activities of GIS development staff, as well as consultants
assigned to GIS projects. Manages contracts for systems outsourcing and
contract programming. Performs project management for Application
Development GIS projects. Coordinates GIS activities between the
Mapping/GIS Section and Information Resources. Performs application
administration, including configuration management, standards assurance,
testing and quality assurance, and application scheduling. Writes
technical specifications for software projects. Manages enterprise
change management.

Education and Experience: Bachelor's degree from an accredited college
or university in Information Systems, Computer Science or related field
with five years related experience in applications/geographic systems
programming, analysis and design including three years experience as a
Senior Systems Analyst or equivalent (or higher) leading large projects
and directing the efforts of technical personnel and three years
experience with relational databases (preferably Oracle) or an
equivalent combination of education and experience is required.
Possession of a valid Florida Driver License is required. Experience
with Enterprise-level computing systems is required. Experience with
ESRI Geographic Information System products is preferred. Programming
experience with Microsoft's .COM software architecture is required.
Knowledge of UNIX and Windows operating systems is required. Programming
experience with Oracle databases is required. Experience with web
applications is preferred.

Salary: $46,155.20 - $61,422.40 - $76,668.80
