Here is the official reply from ESRI:

Jay,

Unfortunately, at this time, there is no way to force this dialog to open in
expanded mode.  However, many users have been requesting this same
functionality and, as a result, an enhancement request has been submitted to
our Development Team on this issue.  The Tracking ID for this request is
CQ00161950 and hopefully we will see it incorporated into a future release
of the software.  Thank you and we apologize for the inconvenience.
