shrug-l: Editing CAD text in ArcMap

I have been working on creating a road map for Gadsden
County in ArcMap.  The CAD road map contains a massive
index that I can bring into ArcMap as an annotation
layer.  The annotation layer can only be viewed at
this point.  However, I need to edit this index.  It
seems like the annotation layer could be converted and
saved as ArcMap text and then edited.  I am using
Arcview 9.1.  Does this Arcview version have the
capability to make the viewable annotation layer
editable?
