shrug-l: Route Question

I have a question about creating routes in ArcGIS 9.1. In 8.3, I simply 
used the Make Route tool on the Route Editing toolbar to make new routes. 
In 8.3, a window popped up when you selected this tool from the toolbar, 
which allowed you to select the starting point for the route, etc., and 
then click the "Make Route" button. The same thing happens in 9.1, however 
the "Make Route" button is completely absent from the bottom of the 
window. (More precisely, it is not greyed out, its simply not there.)

Has anyone dealt with this problem? Could it be a bug in 9.1?
