Without knowing more about your exact financial requirements, I can't =
give you any specific examples of the pros and cons of each system from =
a financial accounting aspect.  However, I can tell you that we have =
evaluated both of these software packages before, and on a =
financial/budgeting level overall, in my opinion, they rate very close.  =
 Job, Project and Program (i.e. Activity) planning/budgeting and costing =
is obtainable in both systems and both will fulfill the needs for GASB34 =
reporting.  Both systems are capable of capturing data and cost down to =
a task level.  Both systems, in most cases, will require some custom =
reporting development to give you what you desire in regards to output =
for financial analysis.

Alas, your point regarding the GIS issue your County Surveyor brought up =
is true.  GBA is considered, using their own words, "GIS-enhanced".  =
Azteca's product is "GIS-based" and can interact directly with your =
spatial database.  Fundamentally, any program that has an add-on to =
access and manipulate/link to the GIS, (i.e. GBA GIS Master) tells the =
tale in regards to if the developer considers GIS the heart of the Asset =
system.  If you have a well developed GIS, I wouldn't desire a system =
that duplicates all or most of your Asset attribute data from you GIS =
into the AM/CMMS database.  Why duplicate the data that is maintained =
and up-to-date in the GIS?  However, if your GIS is weak or you maintain =
much of your asset data in a non-spatial database, the playing field =
becomes more even between the systems. =20

We are currently looking at GBA Master Series (gbaMS) and Azteca's =
Cityworks to do the County's Infrastructure Management System.  We are =
leaning more towards gbaMS since it has a lot of what Public Works are =
looking for, but our County Surveyor and GIS team feels that gbaMS =
doesn't have full capabilities of using GIS compare to Cityworks.  =
Cityworks is very GIS driven, but it lacks some of what Public Works =
would like to use it for such as the Finance/Budget side.
