shrug-l: more specific iteration of problem

OK, everyone. Thanks to all of those who have input and attempted to help me.  
Here we go:  Since I can't convert to annotation (actually, it asks me for a 'database' to put the feature classes into .... but won't accept what I choose).  
So:  I like the idea of using the label tool at the bottom (drawing tools), to place labels manually. As one person told me, I can actually make that label refer to the table and field, change the balloon to my configuration, etc.  However, I need to save such symbol "permanently" somehow to use with the label tool. When one selects the label tool at the bottom, it then pops up a screen asking for label tool options.  as far as styles, it says "choose a style" ... however, it only pulls up ONE style box for me to pick pre-defined labels out of .   I have used the Label manager et al to try to create my symbol, and place it in the 'style' box for labels so I can use it. However, no matter what I do, where I save it, it does not show up in the predefined selection under the label Tool Options.  

ANY INPUT?  I do realize its probably just one or two bits of information, or something, that I am missing to be able to do this.   A symbol needs to be made that will go into the LABEL STYLES roster that pops up when one chooses the label Tool Options.
