shrug-l: Floodplains

Greetings!
     If you are talking about the federal flood insurance designations, the 
whole works sets on their web site (map by map).  There is also a shape 
file of the flood zones in Florida (I have seen it).  In term of 
"floodplains" the question is who is making the determination.
