shrug-l: .dgn files

Tony,

One thing to watch out for when working with State Plane is the units. Data projected in SPCS NAD 27 are typically in feet, while data in NAD 83 are typically in meters. If someone chose the wrong units somewhere in the processing history of your data then that could account for the problem.

Hope this helps solve the mystery. Good luck and let us know how it turns out.

Okay,

Anybody who knows me just knew I had to comment on this one.

First, make sure the *&^*^&@$ Microstation file is rally in State Plane

Coordinates (SPC), and not some surveyor or CAD guy scaling a local

coordinate system to feet and pretending it is in SPC. Or worse yet, a CAD

guy moving or rotating the drawing to fit the page space or page size.

This happens all the time with FDOT as-builts and design files, which

around here is usually where Microstation is used.

Second, the FIPSZone number and the Zone number are merely different names

for the same thing. One's the Federal Information Processing System (FIPS)

code, and I don't know where the other one comes from. The same thing

happens with every thing from counties to quad sheets (e.g. there's a FIPS

code for every county). There are 3 SPC zones in Florida, and they always

have the same coordinates in a given datum. There is an offset (10,000

foot, I believe) between the datums NAD27 and NAD83 for all SPC's so that

the datums would not get mixed up when overlaid.

Third, it's my understanding, that datum shifts are always an estimation,

of which, the mathematics escape me entirely. The various options

available in ArcToolbox apply differing estimation methods, which all have

their pros and cons. Maybe somebody else can enlighten us on which one is

best for Florida? I generally use CORPSCON, because I know where it came

from.

I've also noticed that if a transformation is required such as between

NAD27 and NAD83 that ArcMap doesn't handle it on the fly. The datum shift

with state plane is much larger than with UTM or other projections so that

could be another source of a large displacement.

That's interesting. One is a FIPSZONE (0901) and the other an

ADSZONE (3601). Does anyone know the difference? ArcGIS lists only

the FIPSZONE from what I can tell.

Also, you might need to check into the specified “ZONE” in the

(Florida) State Plane coordinate system. For instance, if I can

recall correctly that Florida StatePlane East can have zone 901 or

zone 3601 and the coordinates of the two zoning systems are

      completely different.

      Good luck!

If you are trying to view it in a projection other than the state

plane try to first create a .prj file with the correct projection

information. You can use a template from another shape file and

simply change the prefix to the same file name as the .dgn file.

If you have already brought it into ArcMap it may have created a .xml

file which can contain incorrect information. You will have to delete

that file first to make it work. Don't add it to ArcMap until you

have the renamed .prj file in the same directory as the CAD file.

Otherwise change your data view's projection to the state plane 83

north and everything should align with the CAD file.

Can anyone tell me why I am having this problem. I am trying to

add a Microstation .dgn file that is in state plane 83 north

and when I bring it into ArcMap it is WAY OFF. Any suggestions?
