shrug-l: Digitizing and Tic Registration in ArcMap

Hello Everyone -
Well it seems that even though I have moved all the way across the US, SHRUG is still the best source for GIS knowledge. Here is our situation...
Occasionally we will receive utility site plan maps in paper format with features that need to be digitized into ArcMap. We do not have a scanner available, so we are not able to bring these paper site plans into ArcMap digitally. When we set up to digitize the paper maps in ArcMap, we put the cross hairs on the corners (of parcels, buildings, road, etc) that will be our 'tic' registration points, write down the coordinate numbers at each corner, then enter each set of numbers manually into our digitizer tablet software, then begin digitizing.
We obviously are looking for an ArcMap script that when you click on the 'tic' corners, it will write these coordinates into a table or text file, that can then be imported into the digitizer tablet software. I know it has to exist out there somewhere but our previous searches did not find anything, probably due to not using the right key words.
