To associate points with polygons, I shown how to join the Points layer to the Polygon layer
1. Right-click Polygon layer
2. Choose Joins and Relates, then click Join.
3. Join under the following specifications:
Join data from another layer based on spatial location. The layer you are joining to the
City Limits is Dry-cleaning Sites. You are joining Points to Polygons where each polygon
will be given all the attributes of the point that is closest to its boundary, and a distance
field showing how close the point is (in the units of the target layer).
4. Name the new layer.
Hopefully this might be a step in achieving your answers.
