shrug-l: Access Database used in GIS Question

Good Afternoon:

I have an Access Database I am using in my GIs projections.
In the Access Form below I have a box for a hyperlink to the project
information folder

FOLDER: (box)
(Embedded image moved to file: pic31376.jpg)

In the permit Table the Attachments has the following addresses:

But when I open the Table in ArcMap which is getting the information from
Access the information is duplicated any suggestions?
Since there is duplication I can not link the Map to the permit?
