Nonie,
That is a very good question.  The graphic options aren't the best in 
ArcGIS.

We export to PDF and use Adobe Photoshop/Illustrator to enhance the 
graphics.  That makes the graphics look better, but it is time consuming.  
Let me know if find any other way of enhancing the maps produced in ArcGIS.
