In ArcMap you can easily make your own custom grid:

 

Data Frame Properties> Grids Tab> New Grid.  A grids and graticules wizard
will open and you can configure your grid as desired.

Can anyone point me to a statewide lat long grid index that has divisions to
minutes?  I have the one DEP created that shows 1 degree lines.  Thanks!
