shrug-l: SHRUG-L service interruption

I was informed this morning that the SHRUG-L listserver had failed sometime over the past weekend.  A new server was built yesterday and everything should be back to normal now.

If you made any postings to SHRUG-L during this outage, you may want to send it again.
