shrug-l: Truetypemarkersymbol in IMS 9.2

No matter what I seem to try, when I use a TRUETYPEMARKERSYMBOL on top
of true color imagery the once red symbol turns "dark".  Not really
black.  If I make the symbol quite large I can see that it has red in
it, but it is a blackish red color.  

I have checked all transparency values and have set each one to the full
range of values to make sure I know how they are working.  It just seems
that the truetypemarker is blending with the background imagery.

Any ideas?

I want to compare with TIFF or IMG images of previous year maps which I
have Geo-Referenced so they are in the correct location.  Is there a way
to map these images a layer file I can forward to others and they would
be able to project the images properly?
Do I really have to rubber sheet and digitize these maps?
Is there some software which will help accomplish the digitizing?
