What I have is not so much a tool but some simple changes you can make
to table in the Geodatabase that will fix it. This might not work if you
are using any new features that were not in the older version of the GDB
you are trying to go back too. I would suggest making sure you have a
back up copy of the GDB before doing this. I have never had a problem
though.

Look for the table named GDB_Release_Info. If it is a personal GDB you
need Access to do this. If it is a file GDB any text editor will work.
Edit the values to match the following for the version you need.

Subject: shrug-l: 9.3 Gdb - convert to 9.2/SP4

Does anybody know about a tool that will allow a GDB built in 9.3, be
able to be read in 9.2 SP4?

I stand to be corrected, but only 9.2 SP5 can use a GDB built in 9.3. I
have 20 different GDB's that I need to give to a client in 9.2 - I
really don't want to rebuild them all.

Any help is greatly appreciated.

Bret.
